LION does not test whether senior leaders can make good decisions in comfortable conditions. It tests whether they can make defensible decisions under conditions of genuine uncertainty, political pressure, and cascading consequence — and whether the decisions they make are consistent with the values they hold and the positions they took before the pressure arrived.
The Strategic Readiness Assessment is written and signed in Phase I. It is collected, sealed, and returned unedited in Phase III — alongside the Post-Incident Leadership Report. What you wrote before the crisis, and what you did during it, are placed next to each other.
That is the mechanism. Not feedback. Evidence.
